Don Cabrera is the Mayor and Commissioner of Public Works, Recreation, and Tourism for the Borough of Wildwood Crest.
A resident of Wildwood Crest since 1989, Don and his wife, Jeanine, have been active members of the community for decades. They are the proud parents of their son, Adam, a CPA with Grant Thornton.
Don is a graduate of California University of Pennsylvania, where he earned a Bachelor of Arts degree in Recreation and Park Administration. Professionally, he serves as CEO of Cabrera Companies, Inc., a firm specializing in real estate and property management.
First elected to the Wildwood Crest Board of Commissioners in 2001, Don is currently serving his seventh term, making him both the youngest elected official and the longest continuously serving commissioner in the borough’s history. He has served as Commissioner of Public Works, Recreation, and Tourism throughout his entire tenure, and was first appointed Mayor in January 2018. In the November 2025 election, Don received the highest number of votes ever recorded in a borough election.
In addition to his mayoral duties, Don serves as the Board of Commissioners’ representative to the Wildwood Crest Tourism Development Commission, Wildwood Crest Recreation Commission, and Urban Enterprise Zone (UEZ). He also leads the Mayor’s Wellness Campaign, a multiple state award-winning initiative, and is the President of the Cape May County League of Municipalities.
Outside of public service, Don is an avid runner and triathlete, having completed five Ironman races, and is a lifelong fan of the Washington Redskins.
Don’s philosophy in government centers on proactive problem-solving, a business-minded approach, and developing innovative ideas that create a long-term vision for the community. He believes that “a great place to vacation is a great place to live.”

Toni Fuscellaro
Commissioner of Revenue & Finance

Toni Fuscellaro is the Commissioner of Revenue and Finance.
Toni Fuscellaro was raised in the Wildwoods, attending St Ann’s School and Wildwood Catholic High School. She earned a Bachelor of Arts in Political Science from Loyola University and later earned a Juris Doctorate from Seton Hall University School of Law. Toni is an attorney at law and works closely with her husband at the Law Office of Seth A. Fuscellaro, PA, in Wildwood, New Jersey, handling all business and financial aspects for the firm.
Toni and her husband, Seth, have been married since 2002 and are proud residents of Wildwood Crest and prouder parents of three sons, Ryder, Madden and Crew, and two very cute dachshunds, Fiona and Delilah.
Prior to being elected as Commissioner, Toni was a member of the Wildwood Crest Recreation Commission for 15 years and spent nine years on the Wildwood Crest Board of Education, serving as Vice President for three years before later serving as President for three years.
Toni believes in progression of the community while staying focused on the individual residents’ needs and concerns. Balancing the needs of our residents with the needs of our summer visitors is a priority. As the Commissioner of Revenue and Finance, Toni is confident that her background and work ethic will be an asset to the Borough and pledges to give every citizen an opportunity to be heard while making financially diligent decisions for the benefit of the Borough of Wildwood Crest.

Joseph Franco, Jr., Deputy Mayor

Joseph Franco, Jr. is the Commissioner of Public Safety, after previously serving the borough as the Commissioner of Revenue and Finance from 2022 through 2025. He oversees the borough's police department, volunteer fire department, amublance corps, beach patrol, code enforcement department and fire prevention bureau.
Joe is a lifelong resident of Wildwood Crest, where he currently lives with his wife, Kelly. He is a graduate of Crest Memorial Elementary School and Wildwood Catholic High School. After graduating from LaSalle University in 2002 with a degree in criminal justice, Joe returned to Wildwood Crest where he owns and operates a small business in Wildwood.
Prior to his election as Commissioner, Joe served our community as a member of the Wildwood Crest Board of Education, the Green Team, the Tourism Development Committee, the Zoning Board, and the Creative Arts Council. He was the Cape May County School Board Association liaison for the Crest and he understands the importance of maintaining open communication with county entities. He was also instrumental in the formation of the Creative Arts Council, which focuses on growing and supporting our local arts community and various art-related initiatives. He believes in searching for new and innovative ways to bring revenue to the Crest while supporting the interests of its residents.
Joe is is committed to moving the Crest forward while being fiscally responsible. His decisions are driven by the needs of taxpayers.
As a third-generation resident, Joe believes the best way to serve his community is to listen to the wants and needs of his fellow residents. His door is always open and he strives to continue to make Wildwood Crest a great place to live and visit.

Wildwood Crest Commissioners Toni Fuscellaro, Don Cabrera and Joseph Franco Jr. were sworn into office on Jan. 5, 2026, and will serve as borough commissioners through Dec. 31, 2029.
