Minutes of Commissioners Meeting   -   August 20, 2014

Wildwood Crest, NJ

Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag.

 

The meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County, New Jersey, was held in the Municipal Court Room at 7:00 p.m.  On roll call the following answered to their names:

Mr. Groon read the following statement:  In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Gazette-Leader, Herald of Cape May County and The Press on November 26, 2013.

 

Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency.

 

THE CLERK READ THE FOLLOWING ORDINANCE BY TITLE ONLY:

ORDINANCE NO. 1196

AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 32A, FEES, GENERAL, OF THE CODE OF THE BOROUGH OF WILDWOOD CREST, ESTABLISHING SECTION 32A-5, EMERGENCY MEDICAL TRANSPORT SERVICES CHARGES, AND AMENDING ORDINANCE NO. 920, ESTABLISHING EMERGENCY MEDICAL TRANSPORT SERVICES FOR SERVICES RENDERED WITHIN THE BOROUGH OF WILDWOOD CREST, COUNTY OF CAPE MAY AND STATE OF NEW JERSEY, ADOPTED NOVEMBER 25, 2002; AND AMENDING ORDINANCE NO. 1091 ADOPTED JANUARY 27, 2010; RENUMBERING SECTION 32A-5, ADDITIONAL FEES, AS SECTION 32A-6; AND AMENDING ORDINANCE NO. 1167 ADOPTED MAY 8, 2013

 

Mrs. Gould motioned, seconded by Mr. Groon, that Ordinance No. 1196 be passed on first reading, advertised according to law, be brought up for second and final reading and public hearing on Wednesday, September 3, 2014 at 9:30 a.m.

THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE:

RESOLUTION NO. 224-14

BE IT RESOLVED by the Board of Commissioners of the Borough of Wildwood Crest, in the County of Cape May, New Jersey, that the Borough Clerk be and she is hereby authorized, instructed and empowered to advertise Notice to Bidders in The Herald issue of August 27, 2014.

 

Sealed bids will be received by the Bid Opening Committee in the Municipal Court Room, Wildwood Crest Borough Hall, on Tuesday, September 9, 2014 at 11:00 a.m., prevailing time, for furnishing the items hereinafter set forth in accordance with the Specifications on file in the Borough Hall.  Said items are as follows:

 

REPAIR AND REPLACEMENT OF SIDEWALKS, CURBS, GUTTERS AND CONCRETE PAVEMENT IN THE BOROUGH OF WILDWOOD CREST FROM OCTOBER 2014 THROUGH SEPTEMBER 2016

THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE:

RESOLUTION NO. 225-14

Authorizing Fireworks Display at Seafarers’ Celebration

On Friday, September 19, 2014

 

WHEREAS, the Borough of Wildwood Crest annually sponsors an event known as “Seafarers’ Celebration;” and

 

WHEREAS, it is the desire of the Board of Commissioners that a fireworks display be incorporated as a finale to the 2014 Seafarers’ Celebration on September 19, 2014; and

 

WHEREAS, it is the desire of the Board of Commissioners to set forth policies and procedures for the implementation of said fireworks display;

 

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Borough of Wildwood Crest, County of Cape May, New Jersey, as follows:

 

1.       A fireworks display be and the same is hereby authorized as a finale to the Seafarers’ Celebration on Friday, September 19, 2014, commencing approximately 9:00 p.m.

2.       The fireworks exhibitor shall comply with any and all State of New Jersey Fire Code Regulations as apply to fireworks displays, as well as all Municipal Excess Liability Joint Insurance Fund requirements.

3.       The fireworks exhibitor shall supply the Borough of Wildwood Crest with a Certificate of Liability Insurance in an amount not less than $1,000,000, naming the Borough of Wildwood Crest as an additional insured.

4.       The fireworks exhibitor shall execute an Indemnification and Hold Harmless Agreement on behalf of the Borough of Wildwood Crest.

5.       The Borough of Wildwood Crest Recreation Supervisor, or his designee, shall coordinate the display, with the Borough Fire Official and the Fireworks Exhibitor, to the extent necessary to insure compliance with the foregoing, as well as any other required safeguards as provided by the Borough Fire Official to fully protect the public health, safety and welfare.

6.       The Commissioner of Public Works and Facilities is hereby authorized to execute a contract with Schaefer Pyrotechnics, Inc. in the not to exceed amount of $7,000.00.

THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE:

RESOLUTION NO. 226-14

BE IT RESOLVED by the Board of Commissioners of the Borough of Wildwood Crest, County of Cape May, New Jersey, that the Wildwood Crest Borough Clerk be and she is hereby authorized to submit a grant application in an amount not to exceed $25,000 to the Levitt Pavilions Foundation for a grant to support outdoor concert series that are free for the public sponsored by the Borough of Wildwood Crest.

Mrs. Gould motioned, seconded by Mr. Groon, that all bills properly authorized, as submitted, be paid.

Mrs. Gould motioned, seconded by Mr. Groon, that all reports received from the Court Administrator, CFO, Tax Collector and the Wildwood Crest Police Department for the month ending July 31, 2014 be accepted as presented.

Mrs. Gould motioned, seconded by Mr. Groon that the minutes of Commission Meetings held July 23, 2014 and August 6, 2014 be approved as presented.

The Mayor opened up the floor for public commentary.  After hearing no comments from the public, the Mayor opened new business.  The Mayor inquired about the Grant for Outdoor Concert Series and the Clerk confirmed she found it through e-civis.  The Assistant Recreation Director confirmed he discussed it with the Borough Administrator and only the Clerk has the access to e-civis.  He also indicated that Borough apparently meets all of the criteria. 

 

The Mayor then began with the Army Corps Beach Plan.  The Administrator indicated that the Army Corps is coming back to the DEP to set up the final standards for the proposed plans.  Once this is done, the Administrator indicated that the Army Corps would invite several of the affected municipalities to discuss their concerns. 

 

The Memorial benches were the next item and due to the absence of the Commissioner of Public Works, the item would be discussed at the next meeting.

 

With regards to the topic of Borough Work Hours, this too would be discussed further at the next meeting.

 

With regards to Old Business, there was nothing further to report with the Rambler Road Bike Access.  Lastly, the topic of Branding was discussed and how to have more companies to be a part of the process.  It was determined to advertise in several newspapers for two weeks. 

 

The Mayor then opened the floor for public commentary.  The Mayor announced the Moody’s response for the rating of the Borough (AA3) and it was a very good report.  Nancy Pietropaoli, 6002 Seaview Avenue, inquired about the status of the new library being open.  The Mayor indicated the construction contract was for one year and it was awarded in April. 

Without further commentary, Mrs. Gould motioned, seconded by Mr. Groon, that the meeting be adjourned.
