Minutes of Commissioners Meeting   -   January 18, 2006

Wildwood Crest, NJ

Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag.

 

The meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County , New Jersey , was held in the Municipal Court Room at 7:00 p.m.  On roll call the following answered to their names:

Mr. Groon read the following statement:  In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Herald of Cape May County and The Press on November 10, 2005.

 

Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency.

 

Mr. Groon motioned, seconded by Mrs. Gould, that Ordinance No. 992 be placed on second reading and final passage by title only.

AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 56 OF THE CODE OF THE BOROUGH OF WILDWOOD CREST, COUNTY OF CAPE MAY AND STATE OF NEW JERSEY, RECREATION COMMISSION, SECTION 56-3, APPROVING AND CONFIRMING RATES AND FEES FOR THE RENTAL OF FACILITIES, PARTICIPATION IN CERTAIN EVENTS AND ACTIVITIES, AND FOR THE DEVELOPMENT AND IMPLEMENTATION OF OTHER REQUIREMENTS APPERTAINING THERETO, AND AMENDING AND AUGMENTING ORDINANCE4 NO. 824, ADOPTED MARCH 12, 1997, ORDINANCE NO. 851, ADOPTED FEBRUARY 8, 1999, ORDINANCE NO. 889, ADOPTED NOVEMBER 28, 2001, AND ORDINANCE NO. 924, ADOPTED JANUARY 6, 2003

AN ORDINANCE TO AMEND SECTION 59-3 OF THE CODE OF THE BOROUGH OF WILDWOOD CREST, KNOWN AS THE “SALARY ORDINANCE,” FIXING AND DETERMINING SALARIES AND COMPENSATIONS OF THE BOROUGH OF WILDWOOD CREST, IN THE COUNTY OF CAPE MAY, NEW JERSEY, PROVIDING FOR THE RAISING OF THE AMOUNTS THEREOF BY TAXATION AND FOR THE TIME AND METHOD OF PAYMENT

BOND ORDINANCE APPROPRIATING $540,000, AND AUTHORIZING THE ISSUANCE OF $514,100 BONDS OR NOTES OF THE BOROUGH, FOR VARIOUS IMPROVEMENTS OR PURPOSES AUTHORIZED TO BE UNDERTAKEN BY THE BOROUGH OF WILDWOOD CREST, IN THE COUNTY OF CAPE MAY , NEW JERSEY

Mrs. Gould motioned, seconded by Mr. Groon, that the minutes of meetings held December 21 and December 29, 2005 and January 4, 2006, as well as the closed session minutes of all three meetings, be approved as presented.

Mrs. Gould motioned, seconded by Mr. Groon, that all reports received, from the Court Administrator, Tax Collector and Chief of Police, be read and filed, and that the detailed financial report as submitted by the CFO on December 31, 2005 be accepted as presented.

In order to discuss authorized topics in closed session, as permitted by the Open Public Meetings Act, specifically for potential litigation, the County Tax Board ordered Revaluation, personnel, accumulation of compensatory time, retention of part-time employees, and the fact that there were  no further matters for public discussion, nor any public comments, THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE ONLY:

RESOLUTION NO. 185-06

(Closed session – personnel matters and potential litigation)

 

Mrs. Gould motioned, seconded by Mr. Groon, that the foregoing Resolution be adopted.

Upon returning from closed session, the Clerk requested a motion to authorize policy that would require that all time that is earned in addition to sick and personal time, whether vacation or compensatory time, be provided in a timely fashion as determined by the Board in conjunction with the CFO.  Mr. Groon asked for clarification that the CFO currently records vacation, personal and sick time, and that the request is that he also record compensatory time for employees. The Clerk responded in the affirmative. Mrs. Gould motioned that compensatory time for all employees be calculated by the Department Heads and recorded by the CFO on a bi-weekly basis. Mr. Groon requested that the matter be held off until the February 8, 2006 meeting in order that all issues with regard to employee time keeping might be resolved at the same time. Mrs. Gould concurred, and withdrew her motion. The Clerk confirmed that he would hold the matter for further discussion until February 8, 2006.

 

The Clerk then requested a motion that the Solicitor be authorized to take all necessary action to file an appeal with the County Board of Taxation to have the order for revaluation not made applicable until 2007 for placement on the books in 2008. Mrs. Gould inquired if the Solicitor had determined the final date for the appeal. The Solicitor indicated she would contact the County Tax Administrator for a firm date. It was determined that the Solicitor would draft the appropriate correspondence to the County Board of Taxation.

 

There being no further matters for discussion, Mrs. Gould motioned, seconded by Mr. Groon, that the meeting be adjourned.
