Minutes of Commissioners Meeting   -   April 20, 2005

Wildwood Crest, NJ

Prior to the opening of the meeting, Mr. Pantalone led those present in the Pledge of Allegiance to the Flag.

The meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County , New Jersey , was held in the Municipal Court Room at 7:00 p.m.  On roll call the following answered to their names:

Mr. Pantalone read the following statement:  In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Gazette-Leader and The Press on December 6, 2004.

 

Mr. Pantalone next announced the one-way in and the one-way out method of ingress and egress in case of emergency.

RESOLUTION NO. 742-05

(Authorizing award of contract to Kindle Ford Mercury Lincoln, Inc.

at the not to exceed contract amount of $27,931.36 for a 2005 Ford F-250

of the Crest Pier on April 22/23, 2005)

THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE ONLY:

RESOLUTION NO. 749-05

(Authorizing insertion of special item of revenue into the 2005 Municipal budget

in the amount of $9,570.95 for a Clean Communities Program grant)

 

Mr. Cabrera motioned, seconded by Mr. Pantalone, that the foregoing Resolution be adopted.

Mr. Cabrera reported, with regard to the foregoing Resolution, that the Borough is intending to “bring back” the Crest Memorial students to pick up trash on the beach. Mr. Pantalone “totally agreed” with the program.

(Authorizing the Tax Collector to cancel three sewer billing account balance)

THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE ONLY:

RESOLUTION NO. 751-05

(Authorizing appointment of Honorable Louis J. Belasco, Jr. as Judge

of the Municipal Court to fill the unexpired term of retiring Judge

Martin Way , said term commencing effective May 1, 2005 and

expiring June 14, 2006)

 

Mr. Cabrera motioned, seconded by Mr. Pantalone, that the foregoing Resolution be adopted.

Commissioner Tomlin entered the meeting precisely at this point in the meeting, 7:12 p.m.

 

Mr. Pantalone addressed Judge Belasco, indicating that Judge Belasco is “replacing an icon in the Borough of Wildwood Crest.” Mr. Pantalone went on to state that the Borough “owes a great deal of gratitude” to Judge Way for his many years of service to the Borough. Mr. Pantalone added that, “I am so happy that I can be the one…to appoint [Judge Belasco] to the position.” Judge Belasco thanked Mr. Pantalone for his sentiment, echoing his sentiments about Judge Way , adding, “we are losing an institution.” Mr. Pantalone interjected that this meeting would be his last evening meeting as Commissioner and Mayor of Wildwood Crest since he will be retiring at the end of his term. He went on to state that he wanted to thank all of his friends, the officers of the Wildwood Crest Police Department and especially his wife, for the support he has received over the years; most of whom seem to be in the audience at this evening.

On that note the Clerk asked Chief DePaul to come forward. Chief DePaul stated that the occasion of Mr. Pantalone’s retirement is “bitter sweet” since the Borough will be losing “a great man” who has always had the best interests of the town at heart, but it will also mean Mr. Pantalone will have more time to enjoy himself. Chief DePaul then read a Proclamation and presented it to Mr. Pantalone on behalf of the Wildwood Crest Police Department.

 

Mr. Pantalone thanked Chief DePaul, adding that his sentiments “are deeply appreciated” and that it has been a true pleasure working with the entire Wildwood Crest Police Department.

 

Mr. Tomlin motioned, seconded by Mr. Cabrera, that all bills properly authorized, as submitted and which appear in full on the following page, be paid.

Mr. Cabrera motioned, seconded by Mr. Tomlin, that the minutes of meetings held March 23 and April 6, 2005, be approved as presented.

Mr. Tomlin motioned, seconded by Mr. Cabrera, that all reports received, from the Court Administrator, Tax Collector and Chief of Police, be read and filed, and that the detailed financial report as submitted by the CFO on March 31, 2005 be accepted as presented.

THE CLERK THEN READ, IN FULL, ALL REPORTS RECEIVED.

 

A discussion was had regarding purchase of ocean-front street-end protective bollards. Mr. Cabrera reported that a potentially dangerous situation has arisen south of Rambler Road at each of the street-ends along the beachfront. He went on to state that the Borough has been placing benches at the street-ends for viewing of the ocean. The benches are potentially vulnerable to vehicles backing out of parking spaces at the motels in the vicinity, and the Engineer has recommended that bollards [protective poles] be installed to protect the benches from vehicular traffic. Mr. Cabrera reported that the cost for the installation of the bollards will be $28,000 and the contractor currently involved in the Phase II street reconstruction project can also do the installation of the bollards, resulting in some cost savings. However, Mr. Cabrera indicated that the $28,000 is not budgeted and consequently the Borough will have to “find a way to make this happen” if that is the wish of the governing body. Mr. Tomlin interjected that he was not sure where the Borough will find $28,000 to have the work performed, inquiring if there is any way that the Borough can perform the work “in house” by the Public Works department by installing pipes in the ground and filling them with concrete. Mr. Cabrera responded that the Engineer has made his report and it is Mr. Cabrera’s understanding that “it is easier said than done.” Mr. Cabrera went on to state that he had inquired of the Engineer if the work could be done “in house” and the Engineer recommended that the work be contracted out. However, Mr. Cabrera added that he is willing to “take a look at” doing the work in house, adding that he thinks the work should be done, whether in house or by a contractor. Mr. Tomlin asked that Mr. Cabrera determine a cost to do the work in house and report that figure to the Commissioners. Mr. Cabrera stated his opinion that this should be a Public Safety project, but that he did not have a problem with having Public Works perform the work even though “we’re in the middle of a number of projects”.  Mr. Tomlin interjected, “it is unfortunate that this comes up after the budget has already been set,” then requested that Mr. Cabrera report back to the governing body after further investigation and discussion with the CFO. Mr. Cabrera indicated that he would do so.

 

There being no further discussion or public comments, Mr. Cabrera motioned, seconded by Mr. Tomlin, that the meeting be adjourned.
