Minutes of Commissioners Meeting   -   December 7, 2005

Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag.

 

The meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County , New Jersey , was held in the Commissioners’ Meeting Room at 9:30 a.m.  On roll call the following answered to their names:

Mr. Groon read the following statement:  In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Gazette-Leader and The Press on December 6, 2004.

 

Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency.

 

Commissioner Cabrera entered the meeting at 9:31 a.m.

Mrs. Gould motioned, seconded by Mr. Cabrera, that a public hearing be held on Ordinance No. 989.

Mr. Groon explained for those present that the current ordinance provides for twenty-five days for applications to be presented prior to a hearing, and the pending ordinance would change the length of time requirement to forty-five days in order to allow for complete review of applications by staff and paid professionals. The Clerk interjected that the pending ordinance also provides for additional fees to cover the professionals involved on behalf of the Borough with (private) development projects.

There being no public comments, Mr. Cabrera motioned, seconded by Mrs. Gould, that the public hearing on Ordinance No. 989 be closed.

Ann Fitzgerald appeared before the Board of Commissioners to make her report on the 2005 Sunset Lake Hydrofest. Ms. Fitzgerald reported that the 2005 event was “the ultimate of what [she] hoped to achieve” when she took the event over in 2001. She indicated that there were 145 staff involved, and she thanked the Board of Commissioners for the Borough’s support from the police department, public works and public safety, as well as the financial contributions towards the event.

 

Ms. Fitzgerald indicated that the event has a positive impact on the community since it brings tourist dollars and is popular with both tourists and residents alike.

 

The operating budget for the 2005 Hydrofest was the largest since the commencement of the event at $70,564, an increase of $15,000 over 2004. The total receipts for the event were in the range of $79,000, an increase of $17,000 over 2004. Ms. Fitzgerald attributed the increases to the fact that she was able to obtain a grant from the State of New Jersey Tourism Department, as well as the Greater Wildwood Tourism Improvement Development Authority “stepping up to the plate more than in the past.” Those extra funds enabled Ms. Fitzgerald to do some additional promotion and advertising.

 

Ms. Fitzgerald indicated that her goal was to “continue to grow the budget” to $80,000 to $100,000 to further enable her to promote the event.

 

She added the prize monies continue to grow, but it is the only area she wants to “grow more.” The awards for the nine classes in the 2005 event totaled over $13,000. “Business partner” contributions increased slightly over 2004. Event Management expenses were $27,000, and that included sanction, insurance, crane, staffing, hospitality, etc. Advertising and promotion increased, and the event was advertised using state, county and local tourism brochures, radio, newspapers, posters, websites, etc.

 

Ms. Fitzgerald stated that the event is becoming prestigious in the power boat racing circuit, and it was her opinion that it is due to the event management, the hospitality of the community, the growing prize monies, and the festival atmosphere. The event was sanctioned by the American Power Boat Association as well as the Canadian Boating Federation, which attracted more Canadian participation.

 

In addition to the community as a whole benefiting from the event, the Hydrofest also makes donations to the hospital, Love of Linda cancer fund, and the Cape May County Public Safety Training Academy .

 

Ms. Fitzgerald reported that her goals for the 2006 Hydrofest are to continue advertising similar to that in 2005, again apply for the State of New Jersey grant, increase business contributions, increase prize monies with a goal to reach $20,000. Additionally, she would like to have an aircraft “fly by” and to continue parking on the Borough’s beach lots. She will also be presenting a proposal for a titled event called “The Eastern Divisional Championship.”

 

Ms. Fitzgerald presented her proposal for 2006 to the Board of Commissioners. She requested that the Borough continue with the municipal services and requested that the Borough increase its stipend to $10,000 in addition to the Tourism Development Commissioner stipend of $5,000.

 

Finally, Ms. Fitzgerald presented a “trophy” to the Board of Commissioners commemorating the 2005 event.

 

Mr. Cabrera inquired as to how much support Ms. Fitzgerald would be receiving from the Greater Wildwood Tourism Improvement Development Authority. Ms. Fitzgerald responded that she had not received formal confirmation, but she understood that the event would be receiving $20,000 from GWTIDA.

 

The Clerk interjected that it was his understanding from speaking to the Commissioners separately that they had planned on discussing funding of the 2006 event in closed session on December 29, 2005. He asked that Ms. Fitzgerald be present for that meeting. She responded that she would be happy to be present. To be included in discussions at that time will be in-kind services, financial contributions by the Borough, and overall sponsorship of the event.

 

Mr. Groon asked that Ms. Fitzgerald provide the Commissioners with information regarding the “Eastern Divisional Championship” proposal, as well as any other requested services or funding, prior to the December 29th meeting in order that the Commissioners would have an opportunity to review the matter in advance.

 

The Clerk turned over to the Chief Financial Officer the vouchers submitted by Ms. Fitzgerald for the 2005 event.

 

As to pending borough business, the Clerk reported that discussion of beach vending will be scheduled for the meeting of December 21, 2005; the fee schedule ordinance was being discussed by the Commissioner of Revenue & Finance, the Clerk and the CFO with respect to recreation fees; that the Commissioner of Revenue & Finance, the Clerk and the CFO will be working on the mercantile license fees ordinance for revision for the 2006 season; the brick paver proposal from the Beautification Committee was being discussed by Commissioner Cabrera with the CFO; and the proposals for budget meetings and Commissioners’ pay raises will be pulled from the agenda, for no further consideration, on the advice of the Commissioners separately. He went on to report that presentation of the proposed 2006 budget to the public will be on or about the first meeting of February 2006.

 

Mrs. Gould motioned, seconded by Mr. Cabrera, that all bills properly authorized, as submitted, and which appear in full on the following page, be paid.
