Minutes of Commissioners Meeting   -   March 9, 2011

Wildwood Crest, NJ

Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag.

 

The meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County , New Jersey , was held in the Municipal Court Room at 9:30 a.m.  On roll call the following answered to their names:

Mr. Groon read the following statement:  In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Gazette-Leader, the Herald and The Press on November 29, 2010.

 

Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency.

 

Mrs. Gould motioned, seconded by Mr. Cabrera, that Ordinance No. 1121 be placed on second reading and final passage by title only.

THE CLERK READ THE FOLLOWING ORDINANCE BY TITLE ONLY:

ORDINANCE NO. 1121

A CAPITAL ORDINANCE PROVIDING FOR THE ACQUISITION OF REAL PROPERTY WITHIN THE BOROUGH OF WILDWOOD CREST AND APPROPRIATING THEREFOR THE AMOUNT OF $80,000 FROM GENERAL CAPITAL FUND BALANCE

 

Mr. Cabrera motioned, seconded by Mrs. Gould, that a public hearing be held on Ordinance No. 1121.

There being no public comments, Mr. Cabrera motioned, seconded by Mr. Groon, that the public hearing on Ordinance No. 1121 be closed.

ORDINANCE NO. 1122

AN ORDINANCE AUTHORIZING THE BOROUGH OF WILDWOOD CREST TO SATISFY THE MORTGAGE OBLIGATION TO CREST SAVINGS BANK OF THE WILDWOOD CREST VOLUNTEER AMBULANCE CORPS AND TO ACQUIRE BY DEED AND BY THE PROVISIONS OF ORDINANCE NO. 738 ADOPTED JANUARY 23, 1991, THE REAL PROPERTY KNOWN AS BLOCK 183, LOTS 1, 2, 3 AND 4, A/K/A 9300 PACIFIC AVENUE, WILDWOOD CREST, NEW JERSEY, IN ACCORDANCE WITH N.J.S.A. 40A:12-1, ET SEQ.

Mrs. Gould motioned, seconded by Mr. Cabrera, that Ordinance No. 1122 be passed on first reading, advertised according to law, be brought up for second and final reading and public hearing on Wednesday, March 23, 2011, at 7:00 p.m.

RESOLUTION NO. 489-11

(Authorizing the issuance of a Special Events Permit to the Ocean Drive Run Club, Inc. for the purpose of holding a foot race on March 27, 2011 from 9:00 am to 2:30 pm on Pacific Avenue from Jefferson Avenue to Louisville Avenue and Atlantic Avenue from Louisville Avenue to Cresse Avenue )

 

RESOLUTION NO. 490-11

(Authorizing the issuance of a Special Events Permit to the Kaitlin M. Anzelone Foundation for the purpose of holding a basketball free throw fundraiser at the Crest Pier Community Center on April 17, 2011 at 1:00 pm)

 

RESOLUTION NO. 491-11

(Authorizing the issuance of a Special Events Permit to the National Multiple Sclerosis Society for the purpose of holding a bike ride on Atlantic Avenue from Cresse Avenue to Rambler Road and Pacific Avenue from Rambler Road to Jefferson Avenue on May 22, 2011 from 11:00 am to 4:30 pm)

(Authorizing approval of Change Order No. 1-Final and Estimate Certificate Number 11-Final, Street & Utility Reconstruction-Phase 3C)

With regard to the Rambler Road Project, the Clerk/Administrator advised all present that the CAFRA permit comment period has concluded and action is now needed from the DEP, in a timely fashion, in order that the ADA compliant bathrooms and bike path/pedestrian walkway improvements, to enhance public safety, may be commenced for this “public” project sufficiently in advance of the deadlines imposed by the DCA & USDA so that grant funding will not be lost by year-end.

 

The Clerk/Administrator advised the governing body that he has drafted a letter for review/sign-off of a community-wide letter regarding the on-going dune and vegetation maintenance plan, which has been spear-headed by Lomax Consulting and the Borough’s Engineering Firm, Van-Note Harvey Associates.

 

The Board next determined that the Solicitor would respond to the request from Jeff Walden that his required concession rental payment, due 2/1/11, be delayed until later in the season.

 

The Clerk/Administrator lastly advised that he has circulated the Historical Society Lease Agreement and requested feedback on potential changes by mid-week so that the renewal agreement may be further considered at the 3/23 commission meeting.

 

Barbara Bixler, 120 West Sweetbriar Road , a member of the Beautification Committee, commented on the plans for the planting areas along the bike path at the street ends. She indicated that there are approximately a half dozen locations that are being taken care of by volunteers, and she requested a courtesy letter to the volunteers regarding any changes.

 

Mr. Groon indicated that the Borough would be dedicating the park on Rosemary Road , and would possibly be moving some plantings. He added that the street end locations would be rehabilitated. Mr. Cabrera indicated that the street end areas would be rehabilitated with mulch, indigenous plants and rocks.

 

There being no further matters for discussion, Mrs. Gould motioned, seconded by Mr. Cabrera, that the meeting be adjourned.
